2184 How to Predict the Next Big Solar State

This presentation will describe the various state policies and other factors that result in explosive solar growth in a particular state such as, the price of power, the state RPS (does it include a solar set-aside) and the market for SRECs, state tax and other incentives for solar projects, the solar resources in the state, net metering and related policies, etc.  This presentation will also try to establish a matrix for analyzing these policies/factors in order to predict the next "big solar state."  The results of the matrix will be compared with the solar capacity installed in the state in order to determine the matrix's predictive strength.  Finally, the presentation will also discuss the uncertainty created by volatile state policies (and perhaps try to include such uncertainty in the matrix).
