Build a market and manufacturers will come.  Is this true for the PV industry?  Policymakers across the U.S. and around the world are competing to attract manufacturers to invest in new solar manufacturing facilities.  The results are widely varied, with plant shutdowns in some regions, and GW-scale megaplants in other regions.  This presentation will provide an overview of dramatically different manufacturing policy approaches that have been tried in the U.S. and abroad over the past several years, and will compare the results and offer lessons and recommendations for policymakers.
