The role of the panel is to step back as an expert, concerned observer and strategically analyze the big picture when it comes to the problems of the energy infrastructure and environmental needs within the States of the United States contiguous to the Mexico region.  Specifically, regarding the U.S.-Mexico border region, discussions of approaches that better integrate Solar power projects; supporting new initiatives that provide added value; involve early on and throughout the process many different organizations, including the role of the EPA; and institute an underlying economic and environmentally sustainable framework.  Panel will discuss bi-national coordination of U.S. and Mexican federal, state and local governments to facilitate cross-border solar energy production and increased energy efficiency in the border region aimed at limiting growth of air pollution, including GHGs, and the creation of green jobs.
